The California Child Support Program
Strategic Plan was created through a collaborative process involving LCSA Directors, customers, and other stakeholders. It represents the Department's ongoing commitment to put children first and establishes the following statewide program mission, vision, and goals through federal FY 2009:
Mission
The mission of the California Child Support Services Program is to promote the well-being of children and the self sufficiency of families by assisting both parents to meet the financial, medical, and emotional needs of their children through the delivery of quality child support establishment, collection, and distribution services.
Vision
Children can rely on their parents for the financial, medical, and emotional support they need to be healthy and successful.
Goals
Federal Child Support Strategic Plan
The National Child Support Strategic Plan is the product of an enormously effective collaboration. The plan reflects more than ten years of child support professionals brainstorming and consensus-building among branches and levels of government.
Highlights of the plan include:

Preventing the build-up of unpaid support through early intervention rather than traditional debt threshold based enforcement.
