Message from CSDA President Dr. Steven J. Golightly
Have you ever told someone that you work in the child support program and then heard a response about their sister, brother, neighbor, friend, wife, husband or employee who has either had, or has, a child support case? That's probably because current research tells us that half of all children from poor families in the United States receive child support. This program supports 17 million children throughout the nation and affects one in four children overall. California, the state with the largest child support caseload, has almost 1.5 million cases. Using a conservative estimate of our reach, that would translate to almost 5 million individuals of 13% of our entire state population. Our reach is truly pervasive and the opportunity to improve the quality of life for so many people is tremendous.
As child support professionals, we see the impact of broken families every day. What started out as a strict enforcement program has evolved into a support program. Receipt of child support can mean the difference between poverty and self sufficiency. Even more importantly, we know that when a non residential parent contributes financially to his or her family, the benefits are exponential, relative to emotional and health security.
The work we do is important but it is not without its stress and perils. I choose to focus on the opportunities we have to really help people. Of course not everyone is happy or pleased with what we do, but in the long run, it's all about the children. Helping parents to understand their legal responsibilities pertaining to child support is a critical part of our mission. Helping to do so in a compassionate and understanding manner becomes an even greater undertaking.
We have a lot on our plate this coming year as budgets continue to shrink and leadership changes occur in Rancho Cordova. However, I know we are all up to these challenges and I am both proud and humbled to have the opportunity to serve as CSDA president, representing the entire California child support community. With your help and continued commitment to our goals and mission, I know that we will succeed in helping to raise even more children and families out of poverty.
